This is the first reported strike on a vessel calling at the CPC terminal in nearly three weeks. Earlier in July repeated drone attacks disrupted CPC loadings and forced production cuts at Kazakh fields. The terminal itself has not been hit in the current window.

CPC mostly loads Kazakh crude. Bloomberg sources state that the cargo on Skiros was of Russian origin. Russian-origin barrels typically make up 5–10 % of CPC exports. Ukraine’s General Staff has not commented on the incident.

In late July the United States asked Ukraine to refrain from targeting CPC infrastructure and non-Russian vessels bound for the terminal, provided the ships are not under Ukrainian sanctions and are not carrying Russian cargo. The arrangement was reported by the Financial Times and later referenced by Bloomberg. The Skiros strike sits inside that distinction: the terminal and the Kazakh share of the pipeline have been left alone; a tanker that had just taken Russian-origin oil was not.
