MSC Samira III: $1.75 million, Philadelphia, false book
U.S. Department of Justice, 28 August 2026: MSC Shipmanagement Limited pleaded guilty in the Eastern District of Pennsylvania to two counts under the Act to Prevent Pollution from Ships.

The owner, Hong Kong Spirit Shipping and Trading Limited, pleaded to the same two counts. Combined fine $1.75 million. Four years’ probation.
The conduct, as printed in that product, was on MSC Samira III between June 2024 and January 2025. Second Engineer Mikhail Tsurikov had already pleaded. Sentence date in the same release: 10 September.
U.S. Attorney David Metcalf (E.D. Pa.) and Coast Guard Capt. Roberto Rivera, Sector Delaware Bay, are named on the page. The Coast Guard line is port-state control and a false document at a U.S. port.
gCaptain, same day, from the prosecution file: portable pumps and hoses used to move oily waste past the pollution-control plant; a false oil record book shown to the Coast Guard in Philadelphia. Between June and September 2024, oily bilge into the sewage tank and overboard that way. Later, fresh water through the oil-content monitor while oily bilge went overboard. Those two methods stay as the DOJ narrative. They are not a workshop.

Delaware Bay is not a new courtroom
This is not the first APPS file off Big Stone and Philadelphia.
DOJ Environmental Crimes Section bulletin, June 2014: on 20 May 2014 Arab Ship Management Ltd pleaded to an APPS count on livestock carrier M/V Neameh. Coast Guard boarded her 28 March 2013 at Big Stone Anchorage. Sludge in the overboard line on the discharge side of the plant. Two oil record books with contradictory entries. Fake disposal receipts. Sentence in that bulletin: $375,000 restitution, $125,000 community service, two years’ probation, and a ban on the company’s ships from U.S. ports for that term.
MarineLink, 13 January 2009: Pendulum Shipmanagement, M/V Quantum, Philadelphia. $1.3 million. False oil record book and ballast forms. Coast Guard found the separator not working.
