Al Jazeera, citing the Saudi ministry on 14 August, said 15 countries had signed the joint statement and 13 had completed national procedures and signed the charter after a third meeting in Jeddah on 13 August. The ministry called that the actual launch toward institutional and operational activation. Rear Admiral Abdullah bin Salem Al-Shehri was named coalition commander.
